Consumers Energy is upgrading existing City Gate and Regulator facilities across its service area in response to industry growth to maintain infrastructure integrity for its customer base.
Project Scope
NTH provided civil and geotechnical engineering support to include site plan engineering, foundation engineering, site plan layout and grading design, stormwater management, and soil erosion and sediment control best practices to CE’s multi-disciplinary project team. NTH performed geotechnical explorations at many of the sites to characterize the subsurface and provide recommendations for design and construction of foundations. NTH’s recommendations included shallow strip and spread footing as well as mat and slab-on-grade foundation bearing capacity; lateral earth pressure and sliding resistance parameters; groundwater control; excavation and backfill; frost protection; and seismic site class.
NTH also completed permitting services and researched local zoning ordinances, plan review procedures, and coordinated with authorities having jurisdiction (AHJ)’s on required permits and developed a plan of compliance and permit approval. NTH provided construction documentation and presented materials and answered questions on CE’s behalf in public meetings. NTH worked attentively with AHJs and Township officials to aid CE in gaining site plan approval for various sites across Michigan. During construction, NTH has provided construction administration support including responses to field coordination items and resolution along with closeout documentation.
NTH has worked on nearly 10 Consumers Energy City Gate and regulation station rebuilds.

NTH worked closely with Township Boards, Planning Commission, and local staff to help CE better prepare for zoning and ordinance issues of greatest concern, ensuring timely approval to keep projects on schedule and budget.
