Ms. Laura Forquer, P.E.,CHMM brings 18 years of diverse experience in environmental engineering, regulatory compliance, and construction-phase engineering support. Prior to joining NTH, she owned and operated her own consulting firm, Laura Forquer, PE, PLLC, where she provided environmental compliance services to a consulting firm supporting clients in the oil and gas industry. Her work included preparing emissions inventories, new source permit applications, and Spill Prevention, Control, and Countermeasure (SPCC) plans for oil processing facilities, pump stations, and gravel pits across Oklahoma, Texas, New Mexico, and Ohio. Earlier in her career, Ms. Forquer served as an environmental engineer for a rural electric cooperative in Michigan, where she managed a comprehensive range of environmental programs. These included air emissions permitting and compliance, drinking water quality management, surface water monitoring, National Pollutant Discharge Elimination System (NPDES) permitting and compliance, waste characterization and disposal, risk management, and the development of SPCC and Pollution Incident Prevention (PIP) plans.

Ms. Forquer also spent five years in Florida working for Envisors, LLC and GAI Consultants, Ltd., where she focused primarily on municipal and county clients. Her responsibilities included utility coordination and engineering support for infrastructure improvements, such as water and wastewater systems, treatment plant upgrades, stormwater modeling, and streetscape projects. She also provided grant administration support for Community Development Block Grants (CDBG) and contributed to expert witness support and matters related to utility sales, rates, and contracts.
