Project Overview

The IRA Parking Garage Restoration project aims to evaluate the structural condition of the parking garage, identify existing and potential deficiencies, and develop a comprehensive repair and maintenance plan. This includes prioritizing repairs for safety, functionality, and longevity, while supporting GSA’s asset management and budgeting efforts. NTH was selected by G.H. Forbes Associates as sub-consultant for their expertise in structural restoration, as well as their ability to provide comprehensive engineering design and construction management services. The project’s overall goal is to perform repairs and restore the parking deck, ensuring it remains structurally sound, remains safe, serviceable, and aligned with long-term operational needs.

Project Scope

The project focused on the comprehensive condition assessment and restoration design of a multi-level parking garage to support the General Services Administration (GSA) in maintaining a safe, functional, and long-lasting facility. The primary objective was to evaluate the current state of the structure, identify areas of deterioration or concern, and develop a strategic repair plan aligned with GSA’s operational needs and budget projections.

To meet the client’s goals, the project began with thorough coordination efforts, including a virtual kickoff meeting to establish project scope, safety protocols, and site access procedures. A detailed Health and Safety Plan (HASP) was developed and reviewed with all personnel involved to ensure safe field operations.

Our services included an extensive document review of the 2018 repair drawings, maintenance records, and previous condition reports to understand the garage’s construction and history. We then conducted on-site investigations, which involved visual assessments of elevated slabs, beams, columns, and walls; delamination surveys using concrete sounding; and expansion joint evaluations—particularly where separation was noted between the garage and adjacent clock tower crosswalk. A layout of flange connection conditions was also prepared to document corrosion-prone areas.

Following the field assessment, we compiled and analyzed all findings to determine the overall condition of the garage. A repair prioritization strategy was created, along with design repair drawings. We submitted 75% and 100% review packages, integrating client feedback to finalize a comprehensive five-year repair plan. A detailed engineer’s opinion of probable costs was also provided using RS Means data, tailored to GSA’s budgeting format.

In the design phase, we developed restoration plans and specifications for both base repairs and optional improvements, including sealant replacement and drainage enhancements. Final bid documents were submitted after review meetings, ensuring the project goals were met with clarity, technical accuracy, and cost-efficiency.
