Mr. Chen offers 30 years of professional experience with power generation and infrastructure. Mr. Chen has experience carrying out projects, from initiation to final completion, including budgeting, cost management, asset retirement reporting, technical design and specifications, geotechnical analysis and recommendations, construction management, QA/QC and Safety Management. Over the past 17 years, Mr. Chen has successfully realized cost saving of projects for an estimated total of $8 million through value engineering and contract negotiation. Mr. Chen has also worked as an underground structural engineer, providing engineering design on municipal wastewater treatment facilities, as well as site civil design in Detroit, Michigan.

Mr. Chen has 10 years of professional experience on dam safety related projects as Owner’s representative to ensure safety of cooling pond dyke of Genesee Power Plant in Alberta, Canada. Since 2012, Mr. Chen executed several projects related hydro power plants. These include sluice gate replacement, penstock corrosion investigation and auxiliary spillway conduit repair. Mr. Chen also joined a Contractor as owner’s technical representative performing annual cooling water dyke inspection, 5-year dam safety review and inspection, provided review and comments on dam safety review report for compliance of regulation requirements of Alberta, Canada. Also Mr. Chen provided recommendations on Emergency Action Plan to the Owner as part of Operation and Maintenance of Dam Safety Program.
