Asset Management Program NTH Consultants, Ltd. has been a trusted advisor for DTE Energy Company (DTE) for more than 50 years, helping DTE address facility needs and asset preservation services. Over the years, NTH has developed asset management programs for a wide range of facility systems and components such as site features, pavements, building envelope (facades and roofs), interiors, and electrical / mechanical / plumbing systems. NTH also has helped DTE develop a comprehensive roof asset management programfor facilities. DTE Facilities Group retained NTH to develop a comprehensive asset management program that encompasses multiple facility systems and assets that can be used by the various divisions within DTE for capital renewal planning and project development.
Project Approach NTH and VFA, Inc. formed a strategic alliance to provide program development services associated with the capital planning processes, establish goals and define objectives with senior and operational management, and corporate staff. NTH and VFA helped DTE develop a multi-year capital asset management program, including the assessment of over 60 DTE facilities, developing a comprehensive database within VFA.facility, as well as coordinating database updates on completed projects. NTH also provides consulting services during the project planning process to DTE using the VFA.facility database. Project Scope Between 2011 and 2014, DTE prioritized several Distribution Operation, Gas, Nuclear, Fossil, and Corporate facilities throughout the state of Michigan for assessment. Each year of the program, NTH conducted assessments of facilities to determine its condition and document deficiencies associated with their structural, roof, building enclosure, interior, architectural, and site systems. VFA conducted assessments of the mechanical, electrical, and plumbing systems in conjunction with NTH facility assessments. Data gathered during the assessment phase is entered into the VFA.facility database to document the building systems’ type, size, use, and condition at each facility, identifying deficiency “requirements”, and providing “action” recommendations to address defects and the requirements. Based on this information, VFA.facility, in conjunction with RSMeans construction cost databases, developed building and site metrics, including replacement values, Facility Condition Indexes (FCI), and estimated system service life cycles. Following the data entry phase, NTH provides consulting services to DTE to assist in developing annual capital programs, determining facility and system repair priorities, providing project cost estimates, and general capital planning assistance. |
