Richfield Landfill, located in Richfield Township, Genesee County, Michigan, was permitted under Part 115 Solid Waste Management of the NREPA, PA 451 of 1994, as amended. This permit authorized the construction of the Cell 3 vertical and horizontal expansion area (totaling 22.1 acres); however, the vertical expansion area (over Cell 2) and only five acres of the horizontal expansion area were constructed and certified. A subsequent construction permit authorized the construction of the Cell 4 vertical and horizontal expansion area; however, this area has not been constructed and certified.
The former landfill owner is involved in a bankruptcy proceeding and has abandoned the site. Approximately 17.0 acres of previously active disposal area (designated as Cells 1, 2, and 3) have not been closed in accordance with Part 115 and remain exposed to the environment. The MDEQ, Office of Waste Management and Radiological Protection (OWMRP), has been granted an emergency court order to access the site and draw from the available financial assurance funds to protect public health, safety, welfare, and the environment, and to initiate maintenance, closure, post-closure monitoring/maintenance, or corrective action at the site.
The general purpose of this project is to, in accordance with R299.4916 of the Part 115 rules, have NTH’s team provide CQA services, during the course of construction to ensure it proceeds in accordance with the revised/ approved engineering construction plans, the CQA plan, and the Part 115 rules. NTH will develop daily reports and logs of on-site construction observations, material delivery, soil tests, geosynthetics installation, and record ground surveys to document each component of the final cover construction.
