Stepping into a new year brings new updates to annual air emissions reporting! In the state of Michigan, certain facilities must report air emissions to Michigan Department of Environment, Great Lakes, and Energy’s (EGLE’s) Air Quality Division (AQD) by March 15, pursuant to Michigan Air Pollution Control Rule 202 (R 336.202). The reported data includes actual emissions of criteria pollutants from the previous calendar year. EGLE has issued Policy and Procedure No. AQD-013 “Criteria Pollutant Threshold Levels for the Point Source Emissions Inventory” which specifies the emissions reporting thresholds. Facilities with actual emissions exceeding these thresholds are required to report annually to EGLE AQD. Additionally, facilities should receive notification from EGLE AQD if they are required to report their emissions.
Emissions reporting has historically been completed through the Michigan Air Emissions Reporting System (MAERS). However, beginning with reporting year 2023, affected facilities will no longer report actual annual emissions through MAERS and will instead report through the MiEnviro Portal. EGLE decommissioned MAERS on September 25, 2023, and transferred historic facility emissions reporting information to MiEnviro Portal on October 2, 2023.
MiEnviro Portal is an online interface where facilities can access and report information related to air quality permitting and compliance, water quality, and resources permitting and compliance matters. EGLE transitioned air emissions reporting and is in the process of transitioning other air quality related programs to MiEnviro Portal to consolidate air permitting and compliance information. This past fall, affected facilities subject to annual emissions reporting were requested to access their sites in MiEnviro Portal and update equipment information related to emission units, release points/stacks, control parameters and processes by December 1, 2023. Emissions reporting has now commenced, and affected facilities will submit process information including actual operating schedules, emissions, and raw material and fuel usage that occurred in 2023.
EGLE AQD is offering various training webinars and guidance documents regarding the new emissions reporting in MiEnviro Portal. NTH is tracking the latest information from EGLE AQD as it arises.
